Frequently asked questions

What is FWSI?

The Finland War-State Index is a daily reading from 0 to 100 describing where Finland sits between peace and war. It also gives a warning level from 0 to 4 for the speed of change. More: What FWSI measures.

Does a reading of 24 mean a 24% chance of war?

No. The reading is not a probability but a scale. Readings of 20–34 mean hybrid pressure, such as the closed eastern border and GNSS jamming, without a military threat.

How often is the reading updated?

A full analysis runs every morning at 06:00. Sources are also scanned every five minutes, and significant news starts an extra analysis. When the warning level rises, analyses run more often.

Why does the reading fall when nothing happens?

The effect of events fades over time according to each event type's half-life. Lasting conditions, such as a closed border, do not fade. So the reading drifts down on quiet days, but not below what lasting conditions support.

Does AI decide the reading?

No. AI reads sources and sorts what it finds into a closed codebook. The reading is computed by a published, deterministic model, and every significant rise is checked by a person before publication. More: How it is built.

Can someone move the index by spreading false information?

It has been made hard. Only allowed sources count, quotes are checked against the source page, serious claims need an official source or two independent media, and a person checks significant rises.

What does the warning level mean?

The warning level 0–4 tells how fast the situation is changing and whether there are individual warning signs. It also sets how often the analysis runs.

The news reported something serious – why didn't the reading rise at once?

Serious information is checked before publication: the source must be allowed and the fact confirmed. During the check the status page says "new information under review". The model is also cautious: without use of force the reading does not rise above 49.

What should I do if the reading rises?

FWSI does not give instructions. Follow official announcements (112 Suomi app, Yle, valtioneuvosto.fi) and act on them. In an emergency call 112. A good home supply is always useful.

May I use the data?

Yes. The series and event ledger are open data under CC BY 4.0. Please credit the source. See Data and API.

Why are Russian state media among the sources?

They only count as proof of what the Russian leadership said – for example the wording of a threat. They never count as proof that something happened.

I found an error. How do I report it?

Thank you! Send a message to [email address] with the event ID (e.g. E038) and a source. Corrections are recorded as new rows in the ledger, so changes stay transparent.
