Sources

The source decides what can be treated as fact. Every source belongs to one tier, and each tier has its own weight of proof.

The list is fixed in the model configuration. Subdomains count at their parent domain's tier (for example yle.fi/news is Tier B). A source that is not on the list cannot support the reading.

Tier A: Finnish authorities

One Tier A source is enough to establish any fact.

21 domains:

Tier B: established news media, allies and international bodies

Serious events (severity × magnitude 55 or more) and state changes need two independent Tier B sources if there is no Tier A source.

33 domains:

Tier C: data and research sources

Sufficient on its own only for less serious events; serious events and state changes need Tier A or B sources.

7 domains:

Russian official sources

Prove only what Russia said (statement types A1, A2, A3, A6, A7 and A9), never what happened. For statements they count as Tier B.

8 domains:

Other sources (Tier D)

Social media, Telegram channels, forums and anonymous OSINT accounts are only leads. They cannot support the reading.
