Terms and conditions
Draft. These terms will be reviewed by a Finnish lawyer before the service opens. This is a translation; the Finnish version prevails.
1. Provider
[Company name], business ID [ ], [address], email [ ]. ("Provider", "we")
2. The service and its nature
2.1 The Finland War-State Index (FWSI) is an index computed automatically and under human supervision from public sources, describing Finland's security situation on a 0–100 scale with a 0–4 warning level ("Service").
2.2 The Service is not an official warning or information service and does not replace instructions from the authorities. In an emergency call 112 and follow official announcements (e.g. the 112 Suomi app, Yle, valtioneuvosto.fi).
2.3 Content is general information, not advice. Users are responsible for their own decisions. The index, briefings and 7-day outlook are uncertain estimates, not predictions or guarantees.
2.4 AI models are used to classify source material and draft texts. The score is computed by a published, documented model described on the Model pages.
3. Free use and Premium subscription
3.1 The index, events and method pages are free.
3.2 Plans and their contents are described on the Premium page:
- a) Premium €3.99/month incl. VAT: daily briefing, 7-day outlook, morning message and rapid alerts by email, Telegram, browser push or the ntfy app.
- b) Premium SMS €7.99/month incl. VAT: as Premium, plus morning message and rapid alerts by text message.
- c) Business €29/month + VAT: text messages for up to three recipients, webhook integrations and the REST API. Companies and organisations only (business ID or EU VAT number).
- d) Organisations: per contract and quote.
3.2.1 SMS ceiling: a plan includes at most [50] text messages per recipient per calendar month, of which [10] are reserved for the most serious alerts. When the ceiling is reached, messages are delivered to the user's other chosen channels. Additional text messages can be bought as prepaid top-ups (consumers) or are billed by usage up to a limit set by the customer (businesses), at the prices shown on the Premium page. At warning level 3 or 4 the morning message may be delivered on a non-SMS channel and alerts may be combined.
3.2.2 Business API and webhook data may be used internally by the organisation; redistribution requires an Organisations contract. Consumer-only provisions in sections 4 and 8 (mandatory rights) do not apply to business customers.
3.3 The subscription continues until cancelled and is billed monthly in advance through our payment provider (Stripe). You may cancel at any time; access continues to the end of the paid period. Paid periods are not refunded unless mandatory law or section 7.4 requires otherwise.
3.4 Price changes are notified at least 30 days in advance and apply from the next billing period.
3.5 Text messages are sent only to a verified mobile number. Delivery cannot be guaranteed on any channel, as it depends on telecom operators and third-party services (e.g. Telegram, email and push services).
4. Right of withdrawal
Consumers have a 14-day right of withdrawal. When subscribing, the consumer requests the service to start immediately and accepts that on withdrawal within that period they pay a proportionate amount for the service already provided. [Lawyer: check digital-service rules, Consumer Protection Act ch. 6.]
5. User obligations
Provide accurate contact details and keep login links private. Do not resell or systematically redistribute Premium briefings or alerts without permission. Do not disrupt, overload or circumvent the security of the Service. We never ask for payment or login details by text message.
6. Availability
We aim for continuous availability but do not guarantee uninterrupted operation, a particular update frequency or alert delivery time. We may perform maintenance and change features; material reductions are announced to subscribers in advance.
7. Force majeure
7.1 The Provider is not liable for delay, interruption or failure caused by an impediment beyond its control which it could not reasonably have foreseen and whose consequences it could not reasonably have avoided or overcome ("force majeure").
7.2 Force majeure includes in particular loss of access to computing capacity or services, such as:
- a) outages or restrictions of cloud, server or data-centre services;
- b) interruption, suspension or restriction of access to AI models or their interfaces, including decisions of the model provider and export controls, sanctions or other governmental action;
- c) disruption of power, telecom, data or internet connections, including damage to subsea cables or energy infrastructure;
- d) cyberattacks, denial-of-service attacks and other hostile activity that could not reasonably be prevented;
- e) war, armed attack, military or hybrid operations, emergency conditions, measures under the Emergency Powers Act or the State of Defence Act, or other orders of the authorities;
- f) natural disasters, fire, epidemics, strikes, and a subcontractor's impediment caused by any of the above.
7.3 During force majeure the Service may operate in a limited way (for example, the index computed without new source material) or be suspended. We announce this on the site and, where possible, to subscribers.
7.4 If Premium is completely suspended by force majeure for more than [7] consecutive days, the subscriber may cancel with immediate effect, and the Provider may at its discretion credit the suspended time by extending the subscription.
8. Limitation of liability
The Provider is not liable for indirect damage or for damage arising from decisions made on the basis of the Service. Liability is limited to fees paid by the user in the preceding 12 months. These limits do not apply to damage caused intentionally or by gross negligence and do not restrict consumers' mandatory rights.
9. Intellectual property and open data
Site content and software belong to the Provider. The index time series and event ledger are published under [CC BY 4.0]; attribution required. Premium briefings are for the subscriber's personal use.
10. Personal data
Processed according to the privacy notice.
11. Changes to these terms
Material changes are notified by email at least 30 days before they take effect. Subscribers may cancel before the change takes effect.
12. Governing law and disputes
Finnish law applies. Disputes are first resolved by negotiation. Consumers may refer the matter to the Consumer Disputes Board (consumer advice: kkv.fi) or bring an action in the district court of their domicile. EU online dispute resolution: [check current status of the ODR platform].
